AMUCO All-Out Against Delimitation, Exercising with Flawed Data Will Invite Big Issues

March 23, 2025: The All Manipur United Clubs’ Organisation (AMUCO) has stood strongly against the delimitation exercise based on past Census data, which has evidently witnessed unnatural population growth in some areas. The exercise, with suspiciously manipulated data and prior to the NRC, would be a wrong step and invite many issues for the state.

Expressing concerns over its potential impact on Manipur’s demographic and political landscape, AMUCO, in a press statement issued by its Secretary General, Pratap Leishangthem, has appealed for clarity and fairness in the process, urging authorities to address the fears of the indigenous population.

AMUCO also highlighted concerns that manipulated Census data could lead to unjust political reconfiguration, affecting the representation of various communities. The organization also warned against the possible misuse of the National Register of Citizens (NRC) in the process, fearing it could disproportionately impact certain sections of society.

The Supreme Court of India recently ordered the delimitation process in four Northeastern states—Arunachal Pradesh, Nagaland, Assam, and Manipur—raising concerns among local stakeholders. AMUCO pointed out that delimitation should not be rushed without thoroughly addressing the complexities of Census records and their implications for political representation.

Additionally, AMUCO urged authorities to consider the historical Census records of 2001 and 2011, stressing that the demographic changes since then need to be examined carefully. The organization cautioned that any delimitation based on flawed or manipulated data could lead to socio-political instability.

In light of these concerns, AMUCO called for public discussions and legal scrutiny before proceeding with delimitation. The organization reaffirmed its commitment to protecting Manipur’s territorial integrity, ensuring fair representation, and maintaining peace and development in the state.
