March 26, 2025: The Manipur State Commission for Women (MSCW), in collaboration with the Kakching District Administration, conducted a camp sitting to assess the living conditions of Internally Displaced Persons (IDPs) at the Conference Hall of the DC Kakching Office Complex.
MSCW Chairperson Thumlip Tiningpham Monsang presided over the meeting, accompanied by MSCW members N. Dayabati Devi and Sophia Moyon. They were welcomed by the Kakching District Administration team, led by Deputy Commissioner Rohit Anand, IAS.
Highlighting rehabilitation efforts, the Deputy Commissioner informed that 484 families have been sanctioned for resettlement in Serou and Sugnu, with 276 houses under construction, most nearing completion. Many displaced families are gradually returning home, while those in relief camps at Kakching Headquarters are moving back to Serou, either to their homes or relatives’ houses, awaiting financial assistance for reconstruction.
Over the past two months, the number of camp residents has significantly decreased, with approximately 800 individuals successfully relocated. The DC acknowledged the relentless efforts of various departments over the last two years in relief and rehabilitation work.
The district administration has ensured that relief camp inmates receive medical support through bi-weekly health department visits. A special mental health initiative has also been launched to address psychological distress or trauma. The One Stop Centre and Child Welfare Committee are closely monitoring the safety and well-being of women and children in the camps.
Commending the sanitation efforts, the DC praised the Municipal Council for its proactive role in maintaining cleanliness, waste disposal, and septic tank maintenance for the past 1.5 years. The Public Health Engineering Department (PHED) continues to supply water to ensure basic amenities.
The MSCW team appreciated the district administration’s initiative to set up a sanitary pad manufacturing unit in Serou, supported by the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie. The unit, run by IDPs, will produce sanitary pads, which will be procured by the district administration for distribution in relief camps.
The MSCW team interacted with officials from various departments, including Social Welfare, KMC, ZEO, CMO, ICDS, PHED, Kakching Police, One Stop Centre, and relief camp volunteers. The team commended their efforts and urged continued support for the IDPs.
The meeting was also attended by the Additional District Magistrate, AC to DC, and SDOs of Kakching and Waikhong.
