FEB 12, 2026 (IMP): Chief Minister Yumnam Khemchand Singh today launched the Manipur Heli Service Portal during the grand finale of the National Road Safety Month Observation 2026 at the City Convention Centre, Imphal.
The Manipur Heli Service Portal is a forward-looking digital initiative aimed at enhancing connectivity and accessibility. Addressing the gathering briefly, the Chief Minister announced that the government is committed to repairing neglected roads to enhance road safety and reduce accidents. Yumnam Khemchand Singh also flagged off two interceptor vehicles of the Transport Department during the event.
These interceptor vehicles will enhance road safety by detecting traffic violations such as speeding, lane cutting, and not wearing helmets in real time. Equipped with high-definition cameras, 4D radar/LiDAR, and breath analysers, these units automate e-challan generation to curb road accidents and fatalities. The vehicles represent enhanced enforcement capability and a technological step forward in ensuring compliance, monitoring speed regulations, and promoting responsible driving across Manipur.
Stressing that a joint effort of both the government and the public is needed to prevent road accidents, Minister Konthoujam Govindas Singh highlighted that around 1.8 lakh deaths due to road accidents are reported in India annually. He reiterated the need to strictly follow traffic rules to minimise casualties.
Minister Khuraijam Loken Singh emphasised the need to spread proper awareness of traffic rules to ensure strict compliance by drivers. He also stressed the need to organise events across the state to raise awareness about traffic rules.
Chief Secretary Dr Puneet Kumar Goel stated that there are four main stakeholders in preventing road accidents: the Public Works Department, Transport Department, Traffic Police, and the public.
Additional Chief Secretary Shri Anurag Bajpai said that the fatality rate due to road accidents in Manipur is almost three times the national average. “Major problems are overloading, drunk driving, blank registration plates, wrong-side driving, not wearing seat belts, using mobile phones, and not wearing helmets,” he said, adding that road safety measures must come from within, as every rule followed saves lives.
A short film on National Road Safety Month 2026, capturing awareness drives, outreach programmes, and citizen participation in traffic safety campaigns across the state, was screened as part of the function.
During the programme, the Chief Minister handed over Certificates of Commendation to Assistant Sub-Inspector, Traffic Control Police, Imphal West, Yumnam Priyobratan, for booking the highest e-challan amounting to ₹72,81,000 during 2025, and to Assistant Sub-Inspector (Enforcement), District Transport Office, Thoubal, Shri Md Ali Hassan, for booking the highest e-challan amounting to ₹47,18,500 during the same year.
Awards were also distributed to winners of marathon and painting competitions, recognising the significant engagement of youth in spreading awareness of traffic laws. As part of the National Road Safety Month observation, a 10 km run was organised under the theme “Sadak Suraksha Jeevan Raksha,” reinforcing the message that road safety saves lives.
Chief Minister Yumnam Khemchand Singh also distributed traffic control equipment to the District Transport Officers of Imphal East and Imphal West and teams of the Traffic Police. The items included breath analysers, spring posts, delineator posts, baton lights, fluorescent reflective jackets, traffic cones, handcuffs, wheel clamps, speed guns, handheld megaphones, helmets, and raincoats.
The programme, organised by the Department of Transport, was attended by MLAs, administrative secretaries, students from various schools, department officials, and others.
