COCOMI Slams Fresh Torbung Firing & Bombing, Accuses Kuki-Zo Council Leader Ginza Vualzong of Justifying Violence

The Coordination Committee on Manipur Integrity (COCOMI) has strongly condemned the armed firing and bombing incident that occurred at Torbung in Bishnupur district on the evening of December 16, 2025, stating that the attack terrorised innocent civilians and amounted to a grave violation of constitutional rights.

In a statement, COCOMI said that according to credible reports, armed persons suspected to be affiliated with Kuki militant elements carried out indiscriminate firing and explosive attacks in civilian areas, creating widespread fear and posing a serious threat to lives and public safety.

The organisation asserted that such violence directly violates the Right to Life and Personal Liberty guaranteed under Article 21 of the Constitution of India and undermines democratic governance and the rule of law.

COCOMI further expressed serious concern over a public statement allegedly made by Kuki-Zo Council leader Ginza Vualzong, which it claimed justified and rationalised the attack and could incite further violence. It said that public defence of armed violence is an affront to constitutional values and may amount to criminal incitement under Indian law.

Highlighting provisions of the IPC, UAPA, Arms Act, and Explosive Substances Act, COCOMI demanded immediate registration of FIRs, a senior-level or special investigation, strict action against public incitement, reinforcement of security in vulnerable areas including Torbung and Kangvai, and a time-bound action taken report. COCOMI warned that failure to act decisively would erode public trust and embolden further violence.
