Congress Seeks Constitutional Clarity from Manipur Governor on 12th Assembly Status

Seeking constitutional clarity on the status of the 12th Manipur Legislative Assembly, a delegation from the Manipur Pradesh Congress Committee (MPCC) submitted a memorandum to Governor Ajay Kumar Bhalla at Raj Bhavan today, raising key questions on the Assembly’s legal and constitutional validity.

The memorandum, signed by MPCC President K. Keisham Meghachandra Singh, was submitted by a four-member delegation comprising N. Bupenda Meitei, AICC Member and Executive Panel Member, Department of Law, HR & RTI; Wahidur Rahman, General Secretary (Organisation & Legal Affairs), MPCC; S. Shyamcharan, Chairman, Law Department, MPCC; and L. Brojen Singh, Convenor, Law Department, MPCC.

The Congress party raised five constitutional questions, including whether the Assembly is alive, dissolved, or deemed defunct since February 12, 2025. It also questioned whether any future move by the Governor to summon the House for a floor test would violate Article 174(1) of the Constitution.

Speaking to the media at the Raj Bhavan Gate after the submission, N. Bupenda Meitei stressed that the party is seeking clarity to uphold democratic accountability and ensure governance remains within the framework of the Constitution.

The MPCC urged the Governor to respond promptly, reaffirming its commitment to protecting constitutional values and democratic procedures in Manipur.
