DC Pooja Elangbam Pushes Stronger Anti-Drug Measures, Announces Transgender Protection Cell in Bishnupur

November 19, 2025 : The Bishnupur district administration intensified its focus on both narcotics control and transgender welfare today as Deputy Commissioner Pooja Elangbam chaired a series of major review meetings at the Mini Secretariat Complex.

The day opened with the NCORD Committee Meeting, where officials examined the district’s narcotics-related challenges. Discussions included poppy cultivation in neighbouring areas, ongoing enforcement drives, rehabilitation and welfare support for drug-dependent individuals, monitoring of drug-abuse patients, and licensing regulations for pharmacies. The Superintendent of Police, Divisional Forest Officer, and other senior officers participated in the deliberations.

Shifting focus later in the day, the DC convened a meeting on SOGIESC issues and the implementation of the Transgender Persons (Protection of Rights) Act, 2019, and the Rules, 2020. Emphasis was placed on building transgender-inclusive services across health, education, legal support, and social protection. The district confirmed plans to establish a District Level Transgender Protection Cell to strengthen support mechanisms for transgender persons.

In the afternoon, the District Planning Committee reviewed and recommended beneficiaries for key social welfare schemes for persons with disabilities, destitute senior citizens, and widows. Complementing this effort, a physical assessment camp for PwDs and elderly citizens began at the DDRC in the DC Office Complex. The camp will continue across the district until December 1. Applicants seeking benefits under the ADIP scheme were advised to bring Aadhaar, income proof, UDID card, and a recent photograph.
