Thoubal, November 13, 2025: Deputy Commissioner Hannah Kahmei launched the Tobacco Free Youth Campaign 3.0 for Thoubal District at the Conference Hall of the DC Office, Thoubal today.
Speaking at the launch event, the Deputy Commissioner said that various activities such as marathons, rallies, and awareness programmes will be organized under the campaign to spread awareness about the harmful effects of tobacco use. She emphasized the importance of inter-departmental coordination, urging the Education Department, Municipal Councils, and other line departments to work together for the successful implementation of the campaign.
Prior to the launch, a District-Level Coordination Committee (DLCC) meeting under the National Tobacco Control Programme (NTCP) was held, chaired by the Deputy Commissioner. The meeting was attended by SDOs of Thoubal and Lilong, the Zonal Education Officer (ZEO), Executive Officers of Municipal Councils, and other DLCC members.
During the meeting, Dr. N. Bikramjit, District Nodal Officer (NTCP), made a detailed presentation on campaign strategies, which include raising public awareness on the ill effects of tobacco, enhancing compliance with Tobacco Free Educational Institutions (ToFEI), and promoting Tobacco Free Villages. He also stressed strengthening the enforcement of the Cigarettes and Other Tobacco Products Act, 2003 (COTPA) and the Prohibition of Electronic Cigarettes Act, 2019 (PECA).
He further explained the penalties for violations and outlined the roles of district-level officials authorized to enforce these laws.
