The Election Commission of India (ECI) has announced Phase 2 of the Special Intensive Revision (SIR) of electoral rolls in 12 States and Union Territories, beginning October 28, 2025. Printing of enumeration forms will commence the same day, and they will be distributed to voters in the respective States where SIR will take place.
The 12 States and UTs included in this phase are Andaman and Nicobar Islands, Goa, Puducherry, Chhattisgarh, Gujarat, Kerala, Madhya Pradesh, Uttar Pradesh, Rajasthan, West Bengal, Tamil Nadu, and Lakshadweep.
The ECI further stated that the revision of electoral rolls in Assam will be announced separately. Despite the upcoming Assembly elections in 2026, no SIR has been declared for the State in this phase.
The announcement follows the ECI’s review of preparedness across all States and Union Territories during a two-day conference of Chief Electoral Officers (CEOs) held in New Delhi on October 23, 2025.
