A formal complaint seeking the registration of a First Information Report (FIR) has been submitted at Porompat Police Station against Khurai MLA Leishangthem Susindro Meitei (Yaima), accusing him of illegally dismantling an ongoing government school construction and threatening workers at the site.
According to the complaint filed by Mayanglambam Khonikar Meitei, General Secretary of FUC Club, Khurai Heigrumakhong, the incident occurred on January 18 at around 1:30 pm at the construction site of Khurai Heigrumakhong Junior High School. The school is being built under the Education (S) Department of the Government of Manipur as part of the “Strengthening of 120 High and Higher Secondary Schools in Manipur under NESIDS (OTRI) Scheme in EPC Mode.”
The complainant alleged that the MLA, without any lawful authority or government order, forcibly dismantled portions of the ongoing construction, resulting in damage to public property. It was further alleged that during the incident, the MLA threatened workers and engineers engaged in the project, creating fear and disrupting the execution of the government-funded work.
The complaint states that the alleged acts amount to cognisable offences under relevant provisions of the Indian Penal Code, including criminal intimidation, and also attract Section 3 of the Prevention of Damage to Public Property Act, 1984. The destruction of a government school building under construction has been described as a direct loss to the public exchequer and a serious misuse of power by an elected representative.
Emphasising the social impact, the complainant noted that the dismantling of the school project has adversely affected the educational prospects of children in the Khurai Heigrumakhong locality, who have been awaiting the completion of the institution. The act was termed an infringement on the community’s right to education and a blow to public trust in democratic institutions.
The complaint urges the Officer-in-Charge of Porompat Police Station to take immediate cognisance of the matter, register an FIR against the Khurai MLA under appropriate legal provisions, and initiate a thorough investigation to ensure accountability. Copies of the complaint have also been forwarded to the Governor of Manipur, the Director General of Police, and the Superintendent of Police, Imphal East District.
As of the filing of this report, there has been no official response from the police or the MLA concerned.
