Formal Complaints Start Landing at Police Stations Against PUCL Report, Latest Being by IDPs

Formal complaints have started to land in police stations against the People’s Union for Civil Liberties (PUCL), the Independent People’s Tribunal (IPT), and its members, accusing them of publishing and disseminating a false, biased, and malicious report.

So far, three formal complaints have been lodged, the latest being at the Bishnupur Police Station today by IDPs of the Churachandpur Meitei United Committee (CMUC). Yesterday, on the 27th of August, two complaints were lodged at Imphal Police Station by the Manipur state unit of the RPI (Athawale) and the Manipur People’s Party (MPP), the oldest regional political party from the state.

In the complaints by CMUC to the officer-in-charge of Bishnupur Police Station, it stated that the “report” failed to study the on-ground issues of IDPs of Manipur and lacked thorough research. The complaint also said the report does not mention the alleged flaws in security checks and the handling of Kuki militants under SoO with the Government of India.

The CMUC in its complaint further stated that it ignored the killing of Meiteis and Manipur Police Officer Chingtham Anand, who was gunned down by armed Kuki miscreants on October 31, 2023. The MPP, in its complaint, mentioned that the reports ignored the killing of six people—three women and three children—by armed Kuki-Zo militants near the Barak River in 2024. The Manipur state unit of RPI (Athawale), in its complaint, also said the reports omitted various facts and cases, including those of Linthoingambi Hijam and Phijam Hemajit Singh, two Meitei students who went missing during the peak of ethnic violence in the state.
