Jan 30, 2025: The Manipur Government has issued a stern notification in response to recent complaints alleging unethical practices within various departments regarding the preparation of salary bills.
Employees have raised concerns over certain staff members demanding or accepting money during this process, violating established laws and ethical standards.
In an effort to address these issues, the Finance Department, through Commissioner-cum-Secretary N. Ashok Kumar, reiterated the prescribed procedures for salary bill preparation.
According to the notification, every employee is to be mapped to a sanctioned post in the CMIS database, ensuring bills are prepared and verified against authorized positions.
The drawing and disbursing officers are responsible for generating bills through the CMIS payroll system, with subsequent verification through the Budget Estimation, Allocation, and Monitoring System (BEAMS).
Directors and Heads of Departments have been instructed to issue strict warnings to their respective staff against engaging in such unethical behaviors.
Any staff member found involved may face immediate disciplinary actions, including suspension and departmental inquiries, as per established regulations.
The government emphasized its commitment to transparency, accountability, and fairness in administrative processes, urging employees to report any instances of misconduct without fear of reprisal.
