High Court Summons UP Official in Election Petition Filed by O. Joy Against MLA Karam Shyam

The High Court of Manipur has summoned Seema Shukla, Public Information Officer at the Uttar Pradesh Institute of Textile Technology, Kanpur, to appear as a witness in the election petition filed by veteran politician Okram Joy Singh against MLA Karam Shyam.

The long-pending case, registered as Election Petition No. 7 of 2022, is being heard along with several connected proceedings.

In its order dated 26th August 2025, Chief Justice Kempaiah Somashekar permitted a miscellaneous application for Shukla’s testimony and directed her to produce records linked to an RTI reply dated 16th September 2022. The court observed that her oral evidence would be vital in deciding key issues raised in the petition.

Following the order, the Assistant Registrar-II of the High Court issued a formal notice requiring Shukla’s personal appearance on 15th September 2025 at 1 pm before the Advocate Commissioner, S. Jhalajit Singh, at Court Room No. 5.

She has also been instructed to bring with her the RTI-related documents and other relevant records.

The Registry has further been directed to list the remaining proceedings in the connected petitions on 26th September 2025.
