Manipur Assembly Passes Supplementary Grants for Multiple Departments; Rs. 734 Crore Earmarked for IDP RehabilitationMarch 10, 2026

The second day of the 7th Session of the 12th Manipur Legislative Assembly witnessed the passage of Supplementary Demands for Grants for the financial year 2025–26, with the House approving additional funds for numerous government departments to meet expenditure requirements before the end of the current fiscal year.

Chief Minister Yumnam Khemchand Singh laid several key reports on the Table of the House, including the Finance Accounts for the years 2023–24 and 2024–25, Report No. 1 of 2025 of the Comptroller and Auditor General of India on State Finances for 2023–24, and Report No. 2 of 2025 of the CAG covering General, Social, Economic and Revenue Sectors for the year ended March 31, 2023. The Chief Minister also tabled the Appropriation Accounts for 2023–24 and 2024–25, the 53rd Annual Administrative Report of the Manipur Public Service Commission, and the Manipur Anand Marriages Registration Rules, 2026.

During the session, the Chief Minister moved the Supplementary Demands for Grants relating to various departments of the Government of Manipur. After discussion, the House approved the demands covering departments such as State Legislature, Secretariat, Land Resources, Finance, Transport, Police, Public Works, Information and Publicity, Education, Health and Family Welfare, Municipal Administration, Tribal Affairs and Hills Development, Agriculture, Animal Husbandry and Veterinary, Environment and Forest, Textiles, Commerce and Industries, Public Health Engineering, Administration of Justice, Sales Tax, Fire Protection and Control, Rehabilitation, Minor Irrigation, Panchayat, Sericulture, Water Resources, Horticulture and Soil Conservation, Social Welfare, Tourism, Minorities and Other Backward Classes and Scheduled Castes, and Relief and Disaster Management.

Among the major allocations, the Finance Department received Rs. 8,47,81,46,000, Public Health Engineering Rs. 3,47,68,94,000, Rehabilitation Rs. 2,10,89,91,000, Health and Family Welfare Services Rs. 2,19,25,03,000, and Municipal Administration, Housing and Urban Development Rs. 2,12,75,33,000.

The supplementary grants were approved to meet additional expenditure during the financial year ending March 31, 2026.

During the General Discussion on the Budget Estimates for 2026–27, Wangkhem MLA K. Meghachandra Singh raised several queries and observations on the budget proposals. Responding to the concerns, Chief Minister Yumnam Khemchand Singh informed the House that Rs. 734 crore has been allocated in the 2026–27 budget for the rehabilitation and resettlement of Internally Displaced Persons (IDPs), assuring that the government will extend necessary support to affected families.

On the issue of women empowerment, the Chief Minister stated that the details of the budget allocation will be publicly notified. He further highlighted that strengthening road connectivity remains a priority, with Rs. 914 crore allocated in the 2026–27 budget under Public Works Department and PMJSY schemes, along with additional support from the Ministry of Road Transport and Highways, NESIDS under DoNER, and SASCI.

At the conclusion of the morning sitting, the House agreed to the introduction of the Manipur Appropriation (No. 1) Bill, 2026, moved by the Chief Minister.

The Assembly was later adjourned until 11:00 a.m. the following day for the next sitting.
