The Manipur Government has issued a strong advisory reaffirming the importance of maintaining the confidentiality of official documents, files, and notings, following recent instances of unauthorized access and use of classified materials.
The advisory comes after reports that government employees, former officials, and even private individuals were found quoting or retaining documents marked as ‘Secret’ or ‘Confidential’ in their appeals and representations.
A memorandum from the General Administration Department (GAD), Government of Manipur, warned that referencing or keeping copies—fully or partially—of such documents violates Rules 8 to 11 of the Central Civil Services (Conduct) Rules, 1964, and Section 5 of the Official Secrets Act, 1923.
The memorandum further stated that violators may face prosecution, and serving government employees found guilty could face disciplinary action under applicable service rules.
The government urged all employees, including those working in public sector undertakings, autonomous bodies, boards, societies, commissions, companies, universities, and aided institutions, to strictly refrain from unauthorized access, use, or retention of classified documents in any form.
