A state-level review of ongoing housing and urban development schemes of the Ministry of Housing and Urban Affairs was held in Imphal on Saturday, focusing on progress, challenges, and timelines of major centrally sponsored programmes in Manipur.
The meeting was chaired by Minister of State for Housing and Urban Affairs Tokhan Sahu at the Old Secretariat, Babupara, and included a departmental review of works undertaken by the Central Public Works Department, Housing and Urban Development Corporation Limited, and National Buildings Construction Corporation Limited.
Officials presented updates on flagship programmes, including Swachh Bharat Mission–Urban 2.0, which aims to achieve garbage-free cities through improved solid waste management, wastewater handling, and public sanitation infrastructure. Progress on these components was reviewed during the meeting.
Under Pradhan Mantri Awas Yojana (Urban), it was reported that Manipur is implementing only the beneficiary-led construction component. Delays in completing PMAY(U) 1.0, launched in 2015, were attributed to high construction costs affecting beneficiary contributions and issues related to management information systems and fund disbursal processes. PMAY(U) 2.0, launched in September 2024, is scheduled for implementation over the next five years.
The review also covered outcomes of the Deendayal Antodaya Yojana–National Urban Livelihoods Mission, which concluded in 2024 after forming 3,535 self-help groups, training over 10,700 individuals, and providing job placements to more than 9,600 beneficiaries. Its successor, Deendayal Jan Aajeevika Yojana–Shehari, has begun operations with new self-help groups formed and initial financial support released.
Progress under the Prime Minister’s Street Vendor’s AtmaNirbhar Nidhi scheme and the Imphal Smart City Mission was also assessed. Officials reported completion of 21 smart city projects, with four others ongoing, while citing security concerns and recurring floods as major obstacles to timely execution. A request was made for extending project timelines until September 2026.
An overview of AMRUT 2.0 was presented by the Town Planning Department, highlighting coverage of 27 towns across six districts, with a focus on water supply, water body rejuvenation, and green infrastructure. The mission follows a 90:10 funding pattern, with the Public Health Engineering Department serving as the implementing agency for water supply projects.
Addressing the meeting, Minister Tokhan Sahu described the overall progress as satisfactory but urged departments to report constraints affecting implementation and submit written inputs on schemes requiring special attention. He emphasised coordination with the central government and stressed the importance of completing projects within stipulated timelines.
Following the meeting, the Minister visited the Nongpok Torban Development Project under the Imphal Smart City Mission and held discussions on future directions for urban development in the state.
