Bishnupur, February 17, 2026: Strengthening awareness on the implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013, the Manipur State Commission for Women (MSCW), in association with the District Administration Bishnupur, organised a one-day sensitisation programme at the Conference Hall of the Mini Secretariat Complex, Bishnupur.
The programme was chaired by Th. Tiningpham Monsang, Chairperson of MSCW, and attended by Member Secretary W. Phajatombi, Additional Director of Directorate of Information and Public Relations; Sk. Sophia, Member, MSCW; Gunamani, AC to DC Bishnupur; S. Tryphena Reikhenamai, SDPO Bishnupur; district-level officers; and members of Internal and Local Committees.
Addressing participants, Monsang stated that MSCW was constituted to safeguard women’s rights, address grievances, and ensure enforcement of legal protections. She noted that the programme was aimed at enhancing the capacity of Presiding Officers and committee members to effectively discharge their duties under the Act. Clarifying common misconceptions, she said the legislation seeks to create safe and dignified workplaces for women and is not intended to act against men. She also highlighted the availability of the 24×7 Women’s Helpline (181) operated by the Social Welfare Department.
In her keynote address, Phajatombi emphasised that the Act establishes a structured mechanism for complaint redressal and empowers committees to ensure workplace safety. She added that MSCW has conducted similar sensitisation programmes across hill and valley districts of the state to promote consistent implementation of the law.
Resource person Thiyam Rajkishore elaborated on procedural aspects, stating that complaints must be filed within three months of the incident, or within three months from the last occurrence in cases involving multiple incidents. He explained that Internal Committees are required to conduct impartial inquiries, allowing both parties to present evidence, while maintaining strict confidentiality throughout the process.
The session concluded with an interactive discussion, where committee members sought clarifications on various provisions of the Act.
