Only pre-1961 inhabitants to be entitled ‘Permanent Resident of Manipur’: Manipur CM

Jan 31, 2025: The Manipur government is not going to consider those people who came after 1961 as ‘Permanent Residents of Manipur,’ and keeping 1961 as the base year, only those who arrived before 1961 will only be entitled to a permanent resident grant.

“Our cabinet has decided, after looking at every nook and cranny and records (historical), we have decided 1961 will be the base year, and those who arrived here before 1961 will become the permanent residents of Manipur. And those newly arrived here won’t be accepted, won’t be allowed to bring in,” stated Manipur CM N. Biren Singh on Friday in a public event held in Sekmai related to the inauguration of Ima Keithel in Kanglatombi and the foundation stone-laying ceremony of projects at KSA Ground Sekmai.

Referring to the current conflict and strife, Biren also said those who arrived here before 1961 need not worry, whether they are Paite, Hmar, Thadou, Vaiphei, or Zomi. But don’t let new people come in because of linguistic and anatomical similarity to create a demographic imbalance in the small state.

He also said Manipur is the only state in India, under the visionary leadership of PM Narendra Modi and Home Minister AmitShah, to implement the Inner Line Permit in the country after India’s Independence.
