Members of the Loi community in Kakching District, who fall under the Scheduled Caste category and are eligible for government welfare support, have alleged that they were denied full benefits under a scheme meant for them. The complaint came to light through a beneficiary named Kumarjit of Kakching Khunou, who spoke about the issue publicly.
The programme in question, “A Way of Life for Scheduled Caste Farmers of Thoubal & Kakching Districts,” is funded by the North Eastern Council under the Ministry of DONER. It provides subsidies and training opportunities for Scheduled Caste farmers. As part of the scheme, a five-day skill development training session was organized by Dr. E. Shitaljit Singh, Joint Director of the Veterinary Department, Thoubal. The training was conducted between August 29 and September 2, 2025, at Langmeidong Dramatic Union Hall in Kakching District and the DVO Training Hall in Thoubal District.
Participants were informed that they would receive an honorarium of ₹100 per day along with certificates upon completion. However, according to Kumarjit, no such benefits were delivered. Instead, beneficiaries were allegedly asked to sign blank APR forms, sparking suspicions that the allocated funds may have been misappropriated.
He further pointed out that this was not the first instance of irregularities. During earlier phases of the project, cattle sheds were reportedly to be distributed to eligible farmers, but after multiple rounds of “re-verification,” no sheds were actually provided. This repeated lack of delivery has left many genuine beneficiaries disillusioned with the department’s handling of the scheme.
