FEB 5, 2026 (IMP): Manipur Governor A.K. Bhalla, in his address to the 7th Session of the 12th Manipur Legislative Assembly, expressed appreciation to the people of Manipur for their resilience, patience, and steadfast commitment to peace. The Governor, in his address, said the path ahead calls for understanding, cooperation, and the collective support of all to restore harmony and advance shared prosperity.
The Governor also expressed words of acknowledgement for Prime Minister Narendra Modi and Union Home Minister Amit Shah for their guidance in restoring peace and normalcy in the state.
During his address, the Governor mentioned that the unified security architecture has been reinforced through regular coordination at the Unified Headquarters and district levels, and that the recovery of illegal arms remains central to restoring normalcy. So far, 7,313 arms, 83,512 rounds of ammunition, and 5,195 explosives have been recovered, while the voluntary surrender of 1,078 arms during early 2025 reflects growing public trust in the peace process. In addition, 549 offensive bunkers across hill and valley areas have been dismantled, contributing significantly to the reduction of violence.
Mentioning the government’s efforts for IDP resettlement, the Governor said the process is being closely monitored by a State-level Committee chaired by the Chief Secretary and District-level Committees under Deputy Commissioners, alongside support for housing and comprehensive assistance for livelihoods, health, education, and employment. Over 430 youths have been trained under skill development programmes, livelihood assistance has reached thousands of families, health cards have been issued to nearly 10,000 IDPs, educational support provided to around 7,000 students, and employment assistance extended through special MGNREGS job cards.
Direct Benefit Transfer (DBT) to IDPs has been provided since November 1, 2025, replacing in-kind ration distribution to enhance dignity and choice. Phased resettlement has also commenced under the Rs 523 crore Resettlement and Rehabilitation Package, including top-up assistance of Rs 1.70 lakh per house for 7,000 PMAY-G beneficiaries.
The first instalments have been released to 6,300 families, with construction underway in most cases. Assistance has also been sanctioned for over 2,200 partially damaged houses, while families with fully damaged houses have received immediate relief linked to verified return and resettlement.
On the financial front, the Governor mentioned that state finances are on the path to recovery, with the state’s own resources increasing from Rs 1,443 crore in 2023–24 to Rs 2,087 crore in 2024–25. During the current financial year, the state’s own tax collection has shown considerable progress.
Despite major challenges, revenue collection during FY 2025–26 up to January rose to around Rs 1,302 crore, marking an increase of about Rs 58 crore from the corresponding period. GST registrations increased to 14,339 through focused drives, while enforcement measures detected 149 fraudulent cases and blocked fake Input Tax Credit amounting to Rs 88.95 crore. A streamlined clearance mechanism enabled recovery of Rs 21.12 crore, strengthening fiscal discipline.
The Governor also mentioned that the promotion of organic Chak-hao has emerged as a notable success story, with an MoU signed for the export of 20 metric tonnes of white Chak-hao rice to Japan for the first time. The first AGMARK certification for Chak-hao was also received, marking a significant milestone. As part of the Digital Agriculture Mission, groundwork for the Digital Crop Survey has begun, with plans to cover 604 villages during Rabi 2025–26.
Concluding his address, the Governor expressed confidence that the new year will renew the people’s collective resolve to uphold and strengthen the age-old tradition of coexistence, unity, and harmony, laying a firm foundation for a peaceful Manipur.
