Six students’ organisations today raised strong objections to the sudden removal of the Regular Chairman of the Board of Secondary Education, Manipur (BOSEM), alleging that the order issued on November 21 violates the natural law of justice and existing government rules.
Addressing a press meet in Imphal, Co-ordinator of the joint body, Hijam Roshan, said that removing the Chairman and allowing the Director of Education (S) to take charge on the same day is “directly challenging the students’ community.”
The student bodies cited Point No. 3 of the Office Memorandum issued by the Department of Personnel & Administrative Reforms on August 16, 2021, which requires a minimum three-month prior notice before the termination of a deputation.
They alleged that this rule was ignored while appointing a bureaucrat to head a vital exam-conducting institution without adequate academic experience.
Stating that BOSEM and COHSEM must not be handed over to bureaucratic officers without relevant expertise, the joint students’ bodies demanded that regular appointments of the Secretary and Controller of Examinations be made without delay.
They further warned that bypassing laid-down procedures could create “serious disturbance in the functioning of BOSEM” and adversely impact thousands of students.
