Torbung Victim Committee Submits Urgent Memorandum to Governor Over Kuki Militants Attack

The Torbung Gram Panchayat Victim Committee submitted an urgent memorandum to the Governor of Manipur, highlighting the alleged violent attack on Meitei civilians at Torbung Sabal Mamang Leikai and Phougakchao Ikhai on December 16, 2025. The committee stated that armed Kuki militants reportedly used bombs and sophisticated weapons, causing widespread fear and insecurity in the area.

The memorandum detailed that around 20 internally displaced families had been resettled at Phougakchao Ikhai Mamang Leikai under the guidance of the Bishnupur district administration on December 15. The committee described the attack as a serious breakdown of law and order and a threat to peace, harmony, and constitutional governance in the state.

The victim committee urged the Governor’s office to take immediate steps, including:

Declaring the armed Kuki militant group involved as a terrorist organisation under the Unlawful Activities Prevention Act.

Arresting all perpetrators, planners, and abettors without delay.

Providing financial aid, temporary shelters, and rehabilitation support to the affected IDPs.

Handing over the case to the CBI or NIA for an impartial investigation.

Deploying adequate central and state security forces to protect Meitei civilians.

Strengthening intelligence and border vigilance to curb the movement of militants and illegal weapons.

Ensuring the free and secure return of Meitei IDPs along the National Highway from Phougakchao Ikhai to Torbung Community Hall.

Holding concerned officers and agencies accountable for security lapses.

Establishing permanent deployment of security forces in IDP resettlement areas.

The memorandum concluded by urging the Governor to intervene promptly to restore peace, security, and public confidence in the affected communities.
