In an appeal amidst the ongoing President’s Rule, Sapam Kangleipal Meitei, Vice President of the Republican Party of India (Athawale), Manipur State, has urgently petitioned the Governor of Manipur to intervene in the dire state of the Napet Palli–Andro Khoibu road.
The vital rural lifeline, connecting numerous villages in Imphal East District, remains in severe disrepair despite a tender issued by the Public Works Department in 2023.
The road, crucial for thousands of residents including farmers, students, and patients, suffers from deep potholes and erosion, making it hazardous and nearly impassable during monsoons.
Despite the issuance of a tender, administrative inaction and judicial proceedings have stalled its execution, causing widespread disillusionment and continued hardship.
Legal complexities, including a pending High Court case (W.P. (C) No. 502 of 2023), have further exacerbated the situation, with bureaucratic inertia prolonging public suffering.
He highlights this as a clear violation of citizens’ constitutional rights under Article 21, emphasising the right to life and dignity.
The representation appeals for immediate gubernatorial intervention to expedite judicial clarification and facilitate the road’s construction, invoking the Governor’s authority to ensure governance continuity and public welfare during this period of exceptional constitutional governance.
The representation urges the Governor to direct urgent steps by the PWD to resolve legal obstacles, explore provisional approvals for interim repairs, and prioritize infrastructure projects delayed by administrative and legal hurdles.
